If the existing surface is glossy, lightly sanding it can help the new finish adhere properly.
You don’t necessarily need to strip every layer of old paint or finish. The amount of preparation depends on the condition and material of the dresser.

Should You Paint the Whole Dresser Red?
Not necessarily.
